The Asset Recovery and Management Agency (ARMA) is preparing a number of assets for upcoming competitions to select managers for seized property
The preparation is being carried out in accordance with the rules introduced as part of the ARMA reform, in particular regarding the determination of clear asset characteristics and the establishment of a transparent basis for competitive selection through the Prozorro system.
In the near future, a competition will be announced to select a manager for the following assets:
- the brick manufacturing plant of LLC «Kerambud» — one of the largest producers of construction bricks in Western Ukraine. The asset includes 100% of corporate rights, land plots, production facilities, vehicles, and production equipment.
Reference: the assets of «Kerambud» were part of the orbit of companies associated with relatives of sanctioned former Members of Parliament Viktor Medvedchuk and Taras Kozak.
- LLC «Cryoin Engineering», an enterprise specializing in the production of high-purity inert gases and located in Odesa Region. The asset includes land plots, production facilities, equipment, machinery and residential buildings.
Reference: according to the investigation, the owners of the company were citizens of the russian federation.
- real estate on Prymorskyi Boulevard in Odesa — a semicircular building near the Duke Monument, which is an architectural monument of national significance.
Reference: the property was previously used by former Odesa City Council deputy Ruslan Tarpan, who is suspected of aiding the aggressor state.
- the plant of LLC «Betonbud» — one of the leading manufacturers of construction materials in Lviv. The asset includes corporate rights, real estate, concrete batching plants and a specialized vehicle fleet.
Reference: the Betonbud plant belonged to business partners of individuals involved in criminal proceedings concerning treason in favor of the aggressor state.
- the Mozart Hotel and Restaurant — an architectural monument dating back to 1870 located in the historic center of Odesa.
Reference: the beneficial owners were citizens of the Russian Federation.
- the dry cargo vessel EMMAKRIS III, which is located in the waters of the Chornomorsk seaport. The asset may be used for the transshipment and storage of dry cargo.
Reference: the vessel was owned by a russian company registered in Rostov-on-Don.
ARMA is currently conducting the valuation of the above-mentioned assets, which is a necessary stage for determining their market value and preparing them for further transfer to management. Upon completion of the valuation, the National Agency will announce an open competition for the selection of a manager in accordance with the requirements of current legislation and new approaches to the management of seized assets.
As part of the ARMA reform, the Agency is consistently implementing a new model for the management of seized assets, the main purpose of which is to prevent the depreciation of property, ensure its efficient operation and secure revenues to the state budget even while the assets remain under seizure.
