International technical assistance projects
Cooperation with international, intergovernmental organizations, networks, activities that are aimed at ensuring international cooperation in the field of asset recovery and management in terms of exchange of experience and information on issues related to connections, search and asset management is one of the main areas of activity of ARMA.
Assistance in establishing such cooperation, as well as direct support in the institutionalization of ARMA, is provided within the framework of technical assistance programs/projects operating in Ukraine, international and also foreign organizations, representative offices of foreign states and EU bodies and institutions.
Consultative mission of the European Union
The EU Consultative Mission provides support to the state bodies of Ukraine in the context of reforming the civil security sector through strategic consultations and practical support for measures in accordance with EU standards and international principles of good governance reforms and support for human rights.
ARMA is a beneficiary and recipient within the framework of the European Union technical assistance project "Operational support in providing strategic advice on reforming the civil security sector of Ukraine (2019-2021)".
The program was adopted on the basis of the Framework Agreement between the Government of Ukraine and the Commission of the European Communities dated December 12, 2006, the Agreement of Ukraine between Ukraine and the European Union on the status of the Commission reform of the European Union on the civil security sector of Ukraine (CEU in Ukraine).
As part of the implementation of the project, ARMA received computer equipment and specialized software in June 2021 for the purpose of conducting training on the use of open sources of information (OSINT).
Cooperation took place with the help of:
- providing strategic advice on reforming the civil security sector, developing strategies for the civil security sector;
- implementation of reforms by providing practical support consultations, trainings and implementation of projects;
- cooperation and ensuring coordination of reform measures between Ukrainian and international partners.
A new stage of cooperation within the framework of the project "Operational support in the provision of strategic consultations on reforming the civil security sector of Ukraine (2021-2024)" has been launched. Project registration card No. 4827-08, issued by the Secretariat of the Cabinet of Ministers of Ukraine dated August 4, 2023.
On January 4, 2024, an Agreement was signed between the CEU and ARMA regarding the transfer of program assets within the framework of international technical assistance.
British Council in Ukraine
On 16 January 2026, a cooperation agreement was signed between the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (hereinafter — ARMA) and the British Council in Ukraine regarding the participation of ARMA staff in the British Euro-Atlantic Language Training (BELT) programme — a project aimed at improving the level of English proficiency among Ukrainian civil servants.
The BELT programme is implemented by the British Council with financial support from the Government of the United Kingdom and is designed to strengthen the institutional capacity of public authorities involved in the processes of European and Euro-Atlantic integration.
Currently, 37 ARMA employees are enrolled in various types of training within the programme:
- Closed group courses (120 hour long each);
- One-to-one courses (60 hours long each);
- Professional Communication Skills courses aimed at development of soft skills in English (12 hour long courses).
The training is aimed at developing skills necessary for participation in international negotiations and working meetings, preparation of analytical and official documents in English, and cooperation with foreign partners and international organisations.
Participation in the BELT programme will contribute to strengthening the professional capacity of ARMA staff, enhancing international cooperation, and ensuring the effective implementation of tasks within Ukraine’s European integration agenda, particularly in the field of asset recovery and management in line with European Union standards.
