Ukraine is one of the first countries to have developed a comprehensive National Asset Recovery Strategy for 2026–2030 following the entry into force of Directive (EU) 2024/1260.
The Ukrainian approach provides an opportunity to initiate an international professional dialogue on the development of similar strategic documents in other countries and to discuss practical mechanisms for their implementation.
For this reason, ARMA is initiating the first international forum — the European Asset Recovery Strategy Forum — dedicated to the development and implementation of national asset recovery strategies.
During the forum, participants will be presented with Ukraine’s experience in asset recovery, international cooperation, and asset management both in Ukraine and abroad. In particular, the discussions will focus on practical cases of cooperation with foreign partners, the management of complex assets and new approaches to international information exchange.
Representatives of EU Member States, EU candidate countries, the European Commission, the Council of Europe, FATF, UNODC, OECD, international expert organisations and Ukrainian public authorities are expected to be invited to participate.
The forum will build upon ARMA’s active international engagement. Recently, representatives of the National Agency participated in the meeting of the Council of Europe Committee of Experts on Criminal Asset Recovery (PC-RAC) in Strasbourg, where they presented Ukraine’s achievements in the field of asset tracing, freezing, management, and recovery, and also contributed to discussions on the implementation of Directive (EU) 2024/1260.
Over recent years, Ukraine has developed its own practical experience in the field of asset recovery and the management of seized assets, which is currently attracting considerable interest from international partners. For this reason, ARMA seeks not only to adopt European practices but also to share Ukrainian solutions, thereby contributing to the development of international cooperation in the field of asset recovery.
