The Civil Oversight Council is an opportunity for representatives of civil society to contribute to the development of the Agency, ensure transparency standards and foster constructive dialogue with the public.

What is the Civil Oversight Council under ARMA?
It is a collegial body that exercises civil oversight of ARMA’s activities, interacts with the public and is vested with other powers defined by law.
The Civil Oversight Council (hereinafter – the Council) consists of 9 members elected through online voting for a term of 2 years.
What are the Council’s main tasks:
• exercising civil oversight over ARMA’s performance of its powers;
• analyzing the state of ensuring ARMA’s independence;
• reviewing draft regulatory legal acts developed by ARMA and providing proposals on such drafts, which are mandatory for consideration;
• participating in the drafting of ARMA’s regulatory legal acts.
Who may become a member of the Council:
Members of public associations (PAs) that have been active for at least two years in the fields of reforming the criminal justice system, preventing and/or combating corruption and protecting the rights and interests of businesses, and that can provide evidence of implemented projects.
No more than three candidates from one PA may participate in the competition.
What documents must be submitted:
• a decision of the PA’s governing body nominating the candidate(s);
• the access code to the results of administrative services in the field of state registration;
• the PA’s report on its work experience and the results of implemented projects;
• the candidate’s application;
• information on documents confirming the candidate’s identity and citizenship of Ukraine;
• the candidate’s autobiography;
• the candidate’s motivation letter;
• the candidate’s contact phone number and email address.

Competition Timeline
• July 13–23, 2026 (inclusive) – submission of documents to the email address: rgk@arma.gov.ua.
• July 24–30, 2026 – review of documents and preparation of the lists of candidates admitted to online voting. Approval of the lists of candidates at a meeting of the authorized persons.
• From 00:00 on August 10 until 24:00 on August 12, 2026, without interruption – online ranking vote for candidates to the Council; August 13, 2026 – publication of the announcement of the competition results.
• By August 19, 2026 – publication of the order approving the composition of the Civil Oversight Council.
