The National Asset Recovery and Management Agency has received an officialCertificate confirming copyright ownership of the Unified State Register of SeizedAssets (USRAA). The document was issued by the State Organization “UkrainianNational Office of Intellectual Property and Innovations”, which became a significant milestone in the reform of the National Agency's digital infrastructure.
The Register of Seized Assets was launched in 2019. However, for a long time, thesystem remained closed, technically neglected and did not actually fulfill its keyfunction of being an open tool for accounting for assets transferred to statemanagement.
In the second half of 2023, a new team led by ARMA Head Olena Duma openedthe Register and began a comprehensive upgrade of its functionality. In 2024, theAgency approved a roadmap for the development of the Registry, and the statebudget for 2025 provided for appropriate funding. Users felt the first technicalchanges in early 2025.
"Obtaining this certificate is not just a bureaucratic formality. It is a key point ofsupport for ARMA's digital transformation. From now on, we have not only actual, but also legal control over the system that records seized assets. This status greatlyenhances our ability to update, integrate and protect the Register in accordancewith international best practices," said Stanislav Petrov, Deputy Head of ARMA (CDTO).
In addition to technological modernization, documentary evidence of rights to theRegistry has become a requirement from international partners who are activelyinvolved in the process of improving the platform.
ARMA has consistently continued to transform its digital services andinfrastructure to ensure transparency, accountability and efficiency in themanagement of assets seized in criminal proceedings.
