ARMA announces market consultations on the asset “Romerm” — a company affiliated with TM “Yermolino”

The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) is launching another round of market consultations regarding the seized Romerm plant, widely known as a former enterprise 31 affiliated with TM Yermolino.

The asset has become a symbol of complex but effective decisions in the field of seized asset management. Despite the strategic importance of this plant and its capacity, the two previous open competitions to find a manager did not take place due to a lack of bids. In addition, one of the tenders was disrupted by an attempted fraud by one of the participants, which became the basis for criminal proceedings for document forgery pursuant to rulings. The other tender did not take place due to the absence of proposals from participants to manage this investment-attractive enterprise.

In this regard, ARMA is launching a new stage of market consultations in order to identify solutions that will allow for the selection of an effective asset management model, together with businesses, relevant associations, experts, and representatives of potential managers. Currently, it has been established that:

  • The independent valuation of the asset is over UAH 558 million.
  • The enterprise’s capacities allow it to produce semi-finished products using a full technological cycle.
  • The plant holds a production license and carries out distribution.
  • The production lines are equipped with modern German and Italian equipment.
  • The launch of the enterprise can provide up to 1,000 jobs in the region.
  • ARMA, together with the Government, State Service of Ukraine on Food Safety and Consumer Protection, and ARMA’s South-Eastern Interregional Territorial Office, prevented an environmental threat by disposing of about 300 kg of spoiled products and fully preserving the asset.
  • Once a manager is appointed, the plant will be able to operate at full capacity, strengthening the country’s food security and the stability of the region.

ARMA calls on all interested market participants — manufacturers, logistics operators, industry associations, and investors — to submit their proposals for the effective management of the plant. Proposals will be accepted until 15:00 on 15 August 2025. Detailed information on participation can be found in the “Competitions for Managers” section.
