The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has launched a competition to select a manager for the corporate rights and property of two enterprises that specialize in the extraction of secondary kaolin. The competitions are conducted via the Prozorro public procurement system.
The following are offered for management:
- 3 packages of corporate rights in JSC “Kirovohrad Mining Administration” (18.8%, 24.5%, 9.5%);
- 3 packages of corporate rights in SE “Mineral” (18.8%, 24.5%, 9.5%);
- 10 real estate objects;
- 39 units of automotive equipment.
Among the real estate objects are: an administrative building (814.3 sq m); four building complexes (4,314.9 sq m; 951.5 sq m; 220.2 sq m; 33.6 sq m); a club (459.2 sq m); and a shop (47.1 sq m).
The enterprises’ technical fleet includes 20 trucks and 7 passenger cars, 3 dump trucks, 3 excavators, 2 graders, 2 buses, a bulldozer, and a loader.
The enterprises have a long history and play an important role in the mining industry. The assets belong to Russian and British Virgin Islands companies and were transferred to ARMA’s management pursuant to a ruling of a district court in Kropyvnytskyi within criminal proceedings.
An important decision was the court’s preservation of JSC “Kirovohrad Mining Administration’s” special subsoil-use permit. ARMA demonstrated that its annulment would halt the enterprise’s operations and devalue the asset, depriving the state of potential revenues. The court accepted the Agency’s arguments.
The selection of a manager started on 15 September and will continue until 18:00 on 29 September 2025. Any business entities that meet the qualification criteria may submit their bids through Prozorro.
