According to the rulings of the Pechersk District Court of Kyiv, National Asset Recovery and Management Agency has taken over the assets of the «Unigran» Corporation group of companies. These are LLC «Uni Service», LLC «Korosten Mining Company», LLC «Malynska Mining Company», LLC «Uni Lux», and
LLC «Uni Stone Plenty».
The assets were seized, among other things, due to tax evasion to the State Budget of Ukraine. According to one of the court rulings, it was a scheme to minimize rent payments in granite mining, which led to significant budget losses and inefficient use of state subsoil.
Given the investment attractiveness of these companies and the existence of documented schemes for the illegal alienation of Unigran's sanctioned assets, ARMA has already received numerous inquiries from journalists and stakeholders. We emphasize that the National Agency acts exclusively within the framework of court orders and will carry out all necessary procedures for the selection of a manager for movable and immovable property in accordance with the law.
As for the corporate rights of these companies, the situation remains unchanged: we expect appropriate legislative changes that will unblock ARMA's ability to manage the corporate rights of seized companies without the owner's permission. In this case, the individual, who has Russian citizenship and, according to the investigation, created an illegal mechanism on the territory of Ukraine to withdraw illegally obtained funds abroad and use them to finance the aggressor country.
Pursuant to the order of the Head of ARMA Olena Duma, employees of the central office and the Central MTU of ARMA, together with law enforcement officers, inspected the assets transferred to the management, in particular, a number of granite quarries and a group of buildings where finished products are manufactured. The inspection revealed that the group of companies has a closed production cycle, from granite mining to manufacturing. Equally important and attractive for investment is the fact that they have a valid special permit for granite mining.
Based on the results of the review, ARMA staff developed a Roadmap for further actions to effectively manage the seized assets. The next step is to announce a tender for the selection of an appraiser and asset manager.
