On the sidelines of the CARIN General Assembly (Paris, France), the Asset Recovery and Management Agency (ARMA) held a productive meeting with the Head of the Irish Criminal Assets Bureau (CAB), Michael Gubbins, CAB Legal Officer Kevin McMeel and CAB Detective Inspector Barry Butler.
The meeting was dedicated to discussing joint efforts in the fight against corruption and financial crime, emphasizing the importance of sharing experiences and operational efficiency.
During the meeting, ARMA highlighted the agency's achievements over the past year. The ARMA leadership expressed its appreciation for the CAB's professionalism and experience, noting that it serves as an important reference point in the fight against economic crime.
In order to formalize and strengthen cooperation, ARMA proposed signing an international interagency cooperation agreement to facilitate such cooperation:
Regular online meetings: Regular discussions between specialists from the management, legal and asset recovery departments to share best practices.
Accelerate operational cooperation: Improving mechanisms for effective cooperation between agencies.
Exchange of professional experience: Expanding opportunities for mutual learning through knowledge exchange.
Study tours and trainings: Organized visits and customized programs to strengthen the operational capabilities of both institutions.
One of the key issues discussed was the identification of significant foreign assets worth about $100 billion. ARMA has proposed the establishment of an Office of Advisors, focusing on securing expertise from retired professionals with in-depth knowledge of asset recovery. This initiative aims to provide ongoing professional support and facilitate effective asset recovery processes.
In addition, ARMA invited the CAB to visit Kyiv for closer cooperation and participation in joint initiatives.
At the conclusion of the meeting, ARMA's leadership expressed appreciation for the CAB's willingness to support Ukraine's efforts to restore justice. In return, CAB representatives reaffirmed their commitment to achieving tangible results through productive cooperation and joint action.
