ARMA returns the “Gulliver” Shopping Mall to the state

13-10-2025

The Asset Recovery and Management Agency (ARMA) has terminated the competitive procedure for selecting an asset manager for the seized “Gulliver” Shopping and Business Centre in the Prozorro system.

The asset was transferred to ARMA’s management in 2017 as one connected to former President Viktor Yanukovych and his associates, within the framework of a criminal proceeding concerning the embezzlement of funds from state-owned banks.

ARMA’s task was to ensure the preservation and proper management of the asset until its legal status was finally determined.

At present, the courts have issued rulings establishing that the ownership share in the Gulliver Shopping Mall belongs to state-owned creditor banks, not to persons associated with Yanukovych.

ARMA operates strictly within the framework of the law and court rulings. The Agency does not interfere in ownership disputes but ensures the transparency and legality of procedures for managing seized assets.

“The termination of the competition for the management of the ‘Gulliver’ Shopping Mall is an example of how ARMA’s reform operates within the legal framework — protecting the interests of the State and upholding the rule of law,”
— emphasized Acting Head of ARMA, Yaroslava Maksymenko.
