The war with Russia is continuing not only on the battlefield. One of its important dimensions is protecting the Ukrainian economy from the influence of Russian capital and preventing it from retaining control over assets in Ukraine.

This directly concerns the assets of companies within the IDS group linked to sanctioned Russian oligarch Mikhail Fridman. Sanctioned Russian capital must not retain control over assets seized in Ukraine through management, intermediaries, lobbyists or other groups of influence.

Pursuant to an instruction from Prime Minister of Ukraine Serhii Koretskyi, issued in response to ARMA’s report on unprecedented pressure and attempts to obstruct the Agency’s lawful activities, ARMA continues the competitive procedure for selecting a manager for the IDS Ukraine assets.

The deadline for submitting applications to participate in the competition is August 22, 2026. The announcement of the competition has been published in the electronic system of public procurement Prozorro.

ARMA is documenting circumstances that may indicate attempts to obstruct the Agency’s lawful activities. These include, in particular, massive information campaigns, an increase in inquiries from certain media outlets and members of parliament, as well as cases of unauthorized interference with ARMA’s information resources. To ensure the legality, objectivity, and transparency of the process of transferring assets into management, ARMA has also launched an examination of the financial performance of the seized assets of the IDS group.

Additional information about possible attempts to obstruct ARMA’s lawful activities, including through unauthorized access to the email accounts of the Agency’s officials and official information, will be submitted to the competent law enforcement authorities.

It is precisely the law enforcement authorities that must verify these circumstances and provide them with an appropriate legal assessment.

Following the financial and internal reviews, ARMA will prepare the necessary materials concerning the circumstances related to the activities of the management of IDS Ukraine. Where there are legal grounds, they will be submitted to the competent authorities.

“We see resistance to the transfer of IDS Ukraine into independent management. But neither information pressure, nor political interference, nor attempts to gain unauthorized access to the Agency’s resources will stop the enforcement of the law.

ARMA is fully prepared to conduct the competition and intends to bring it to a lawful outcome in the interests of Ukraine. Russian business will not determine the fate of assets seized in Ukraine”, Acting Head of ARMA Yaroslava Maksymenko said.

Reminder! August 22 is the deadline for submitting applications to participate in the competition for the selection of a manager for the assets of companies within the IDS group.

ARMA will act exclusively within the law, ensuring the transparency of the competitive procedure and protecting the economic interests of Ukraine.
