On February 27, a large-scale training on “ARMA's Cooperation with Law Enforcement Agencies in Pre-Trial Investigations and Asset Management” began. For four days, nearly 300 participants - current SSU officers from all regions, cadets of the SSU National Academy, officers of the Foreign Intelligence Service and cadets of the SSU Institute of Legal Staff Development - will deepen their knowledge in the field of tracing, seizure and management of assets acquired through criminal activity.
The training is part of a memorandum of cooperation between the SSU National Academy and the National Asset Recovery and Management Agency (ARMA). The event was opened by the Head of ARMA Olena Duma and the Rector of the SSU Academy Andrii Cherniak. The event was moderated by Vitalii Chubaievskyi, Director of the Department of Finding, Tracing and Management of Financial and Other Assets of ARMA.
The Head of ARMA, Olena Duma, emphasized the key role of effective cooperation between ARMA and the SSU in the fight against criminal assets:
“Criminals must pay not only with their freedom, but also with their assets. This is a fundamental principle that we are implementing together with law enforcement. Criminal capital cannot remain in the hands of those who finance war, terrorism, corruption or other crimes. That is why this training is not just about training, but about forming a united front where each of you will be ready to act decisively and effectively.”
She also emphasized the real-life cases that will be discussed during the training: “Participants will have a unique opportunity to work with real cases of asset tracingand management. This is not a theory, but the daily work of the ARMA - the search for hidden estates, funds, companies belonging to collaborators and corrupt officials.”
In his turn, the rector of the SSU Academy, Andrii Cherniak, announced the creation of a textbook that will be included in the training program for future operatives and investigators:
“The cooperation between ARMA and the SSU has already resulted in numerous successful cases of tracing the assets of collaborators and their effective management. We are not only conducting training, but also intend to document this experience in a training manual. It will become a valuable resource for future law enforcement officers and practitioners.”
Practice instead of theory: what does the training include?
During the training, ARMA experts will talk about:
modern methods of tracing assets of persons involved in criminal proceedings;
mechanisms for their seizure and transfer to state control;
ARMA's role in the fight against economic crime;
successful cases of asset tracing of collaborators and corrupt officials.
Upon completion of the course, all participants will receive certificates confirming that they have completed the training.
“The SSU Academy and ARMA will continue joint initiatives to train highly qualified personnel who will be able to effectively counteract criminal schemes,” said AndriiCherniak, Rector of the SSU Academy.
