The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has launched the establishment of the Scientific and Expert Council, an advisory and consultative body aimed at providing scientific, methodological, expert and advisory support to the Agency's activities.

ARMA operates in one of the most complex areas of public policy, where crime is constantly evolving: corruption schemes are becoming increasingly sophisticated, illicit financial flows are taking on an international dimension, and digital assets and cryptocurrencies are increasingly being used to conceal and launder criminal proceeds. Effectively addressing these challenges requires not only modern management solutions but also strong scientific and expert support.

To this end, ARMA is establishing the Scientific and Expert Council and looks forward to cooperating with leading Ukrainian scholars and experts. Their knowledge and expertise will contribute to the development of modern approaches to asset tracing, finding, seizure and professional management, the advancement of analytical and digital tools, the improvement of legislation, the implementation of international standards, and the preparation of solutions that respond to today's challenges.

For ARMA, as a specialised anti-corruption agency, science is one of the key drivers of institutional development. Combining practical experience with scientific expertise will help improve the effectiveness of seized asset management, preserve the economic value of assets, deprive criminals of the economic basis of their activities, facilitate the recovery of illicitly obtained assets to the State or their lawful owners, and strengthen international cooperation in the field of asset tracing and recovery.

Leading scholars and experts with expertise in the following fields are invited to join the Council:

• Criminal law and criminal procedure;
• Administrative law;
• Financial monitoring;
• Anti-corruption policy;
• Public finance;
• International cooperation;
• European Union law.

The Scientific and Expert Council will focus on the following key tasks:

• Reviewing draft laws and secondary legislation within ARMA's area of competence;
• Preparing recommendations on the Agency's strategic development and improving methodologies for seized asset management;
• Summarising law enforcement practice;
• Developing proposals for the implementation of international standards in the fields of asset tracing, management and recovery of seized and confiscated assets.

Scholars and experts wishing to become members of the Scientific and Expert Council may submit their applications by completing the relevant application form and providing the required supporting documents by 31 July 2026.
