On January 10, 2025, an auction was held on Prozorro to select a manager for the Gulliver shopping center. An independent appraiser selected on a competitive basis had previously established the market value of the mall at 7.6 billion UAH.
The resonant topic of selecting a manager for one of the largest shopping malls in the capital has attracted a lot of media attention.
Currently, there are contradictory reports in the information space about the selection of one or another participant as the winner. However, we would like to inform you that these news have no legal basis.
The Agency, like everyone else, learns the names of legal entities participating in the tender only during the auction.
Based on the results of the competitive selection on Prozorro, the National Agency is currently checking the participants' compliance with the qualification requirements, which requires processing thousands of pages of documentation for each participant.
Immediately after the auction was completed, ARMA sent requests to the Security Service of Ukraine and the National Police of Ukraine to check the bidders for involvement and connection to the owner of the seized asset and to Russia. The Agency has already received some of the responses, and the available data partially confirms the information previously published in the Ukrainian media.
The National Agency, as a government agency with a special status, does not make preliminary statements or value judgments.
- receiving responses from law enforcement agencies to the National Agency's requests
- detailed verification of the information received
- holding a meeting to review the submitted documents and approve the relevant decision
it will be announced:
- whether the competition was held or canceled
- whether the documents of the participants are true
- whether each participant is related to the Russian Federation or the owner of the seized asset
ARMA will not allow entities related to the former owners or affiliated with the russian Federation to manage the mall and other seized assets.
We would like to thank the media for their active coverage of this topic and information about the participants. All published data is carefully processed and verified.
Together we will protect the interests of the state.
