ARMA, in cooperation with the Prosecutor General’s Office and the State Bureau of Investigation, prevented the return of the seized Trade Unions Building to its owner: Arrest Reinstated!

04-06-2025

National Agency successfully defended state interests concerning the property of the Federation of Trade Unions of Ukraine (FTUU).

Previously, the asset was under two arrest orders issued in 2022 and 2023.

Recently, the Pechersk District Court of Kyiv issued a ruling lifting one of those arrests—specifically, the 2023 court order.

However, thanks to swift joint action by ARMA, the State Bureau of Investigation (SBI), and the Prosecutor General’s Office (PGO), on June 3, the Pechersk District Court of Kyiv ruled to reimpose the arrest on the property. This was done to enable further asset management measures.

The state continues to maintain control over assets that should serve the interests of the Ukrainian people—not individuals or private entities.

“Despite the cancellation of one of the two arrest orders, the asset’s transfer to ARMA for management remained valid. The state will continue to systematically ensurecontrol over this strategically important asset. The seized property will work for the benefit of the Ukrainian people and its defenders,” emphasized ARMA Head OlenaDuma.

As before, the winner of the asset management competition must contribute 89.85% of income from asset management to the State Budget of Ukraine and guarantee a minimum monthly payment, regardless of management profitability.

As a reminder, on May 22, there was an attempted illegal seizure of the Trade Unions Building using force and threats involving weapons. ARMA responded swiftly and decisively, reporting the unlawful blockage of access by the owner to the lawfully appointed manager. The incident was duly reported to law enforcement authorities.
