In June 2025, the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA), in cooperation with the Office of the Prosecutor General, completed an inventory of court rulings and assets.
Based on the signed Inventory Protocol of Rulings and Assets, it was established that a number of court decisions were missing from the Unified State Register of Seized Assets (USRSA). The inventory also consolidated information on rulings regarding the cancellation of seizures, confiscations, and special confiscations of assets transferred to ARMA, among others.
Already today, pursuant to one of the rulings — which had not been properly formalized and entered into the Register of Seized Assets previously — UAH 11 million has been recovered.
This case clearly demonstrates the effectiveness of systematic cooperation between ARMA and the Office of the Prosecutor General. Each court ruling will now work in the interest of the state, and every hryvnia will support the Armed Forces.
The Inventory Protocol of Rulings and Assets is an effective mechanism for establishing both the legal and factual status of seized asset management. It eliminates any manipulations regarding the alleged impossibility of enforcing court decisions.
It is worth noting that among the assets whose management is currently blocked due to legislative constraints, a significant portion includes corporate rights and seized property of the russian federation. These assets are part of both the list of rulings deemed unenforceable (19,409) and the group for which preparatory measures are still ongoing (33,135).
