ARMA and Prozorro. Sale: a year of successful cooperation in the sale of seized assets

Asset Recovery and Management Agency (ARMA), together with the electronic system Prozorro.Sale, has ensured transparent and efficient sale of seized assets. The sale of seized assets through Prozorro.Sale was identified by the G7 countries as one of Ukraine's priority reforms in 2024.

Launch of online auctions on Prozorro.Sale

ARMA sells seized property exclusively through the state electronic trading system Prozorro.Sale. Relevant amendments were made to Government Decrees No. 719 and No. 558 in November 2023.

Among the lots sold in the first year were seized mineral and nitrogen fertilizers, Belarusian potash, watches and paintings of the traitor Viktor Medvedchuk, etc.

First meeting of the Commission and successful start of auctions

On December 28, 2023, the first meeting of the Commission for the Competitive Selection of Legal Entities for the Sale of Seized Assets (hereinafter referred to as the Commission) was held. On January 8, 2024, the first competitive selection of the auction organizer was announced, and on March 7, 2024, the first seized asset was sold through this electronic system - 1,201.26 tons of 4th class wheat, which brought 4.9 million UAH to the state budget.

Expanding the competitive selection process

In 2024, the Commission held 35 meetings, which resulted in:

- 76 competitive selections were announced;

- 49 winners were determined - legal entities that will sell assets;

- 49 contracts for the sale of seized property were signed.

Record revenues to the state budget

The sale of assets through the ProZorro. Sale system has generated almost 380.9 million UAH for the state budget. This is the result of almost 180 successful auctions. Additionally, the state budget received another 182.2 million UAH in customs duties from these sales.

Thus, the total amount of funds received in 2024-2025 is 563.1 million UAH. All funds are used for the needs of the budget and the defense forces.

Transparency and openness of the process

The launch of electronic auctions in Prozorro. Sale is an important step towards transparent sale of seized property, providing a competitive environment for potential bidders.

Head of ARMA Olena Duma noted:

“The model of selling seized assets through Prozorro. Sale has already demonstrated its effectiveness and transparency. Thanks to competitive bidding, we have not only increased budget revenues, but also created equal conditions for all market participants. The next step is to introduce a mechanism for finding managers of seized property through Prozorro. Sale. In this proposed model, the emphasis will not be on the sale of assets, but on attracting professional managers who will be able to effectively manage the property, increasing its value and ensuring stable financial revenues. This is an important step and I am confident that this initiative will bring even more benefits to the state and society.”

The cooperation between ARMA and Prozorro. Sale has become an important step in improving the efficiency of management of seized assets. The Agency will continue to develop this mechanism, ensuring maximum openness and efficiency of the bidding process.
