ARMA Joins the Council of Europe Committee of Experts on the Return of Criminal Assets (PC-RAC)

The Asset Recovery and Management Agency (ARMA) has become part of the Ukrainian delegation to the Council of Europe Committee of Experts on the Return of Criminal Assets (PC-RAC). ARMA is represented on the Committee by Vladyslav Zhornytskyi, Director of the Department for International Cooperation and European Integration.

The PC-RAC Committee was established by the Committee of Ministers of the Council of Europe on 23 November 2023 and operates under the auspices of the European Committee on Crime Problems (CDPC). Its main task is to develop an additional protocol to the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS No. 198), as well as an explanatory report to accompany it.

The Council of Europe has traditionally played a leading role in developing international legal standards to combat organized crime, particularly through the adoption of international conventions that promote intergovernmental cooperation in investigating, tracing, seizing, and confiscating criminal proceeds.

“ARMA’s involvement in the work of the PC-RAC Committee is an important step in strengthening Ukraine’s international cooperation in the field of asset recovery, and it will also help to incorporate national experience in the development of new European standards,” said Vladyslav Zhornytskyi.

PC-RAC Committee meetings are held three times a year in a closed format.
