ARMA defends interests of citizens: cases of Ovruch crushed stone plant and seized accounts of travel agency

The Asset Recovery and Management Agency (ARMA) is actively seeking solutions to protect the interests of citizens in two high-profile cases.

The first case concerns the Ovruch Crushed Stone Plant, a strategically important enterprise for Ukraine that is managed by ARMA. The issue of restoring the operation of this strategically important asset was one of the priorities of the National Agency's leadership in 2024. In October, the asset was already transferred to management.  

In December 2024, the Social Policy Department of the Korosten District State Administration of the Zhytomyr Region asked ARMA to solve a problem that hadbeen left to chance by all authorities for 2 years in a row, namely, the receipt of appropriate monetary compensation from the Social Protection Fund by former workers of the Ovruch Crushed Stone Plant who suffered as a result of the Chornobyl disaster.

For more than two years now, the Chornobyl victims have been unable to receive compensation due to the unilateral closure of the plant's bank accounts. At the same time, almost a hundred employees of the plant appealed to the National Agency because of wage arrears at the enterprise, which have also accumulated in recent years.

To resolve the issue, ARMA has already approached Raiffeisen Bank with an initiative to hold a working meeting on the issue of renewing the company's account to pay the arrears. This is the only possible way to find a legal mechanism to pay the former employees of this enterprise.

The second case is related to the arrested accounts of a travel company whose beneficial owner is a Russian citizen. Hundreds of Ukrainians who purchased tours abroad cannot get their money back after the company's corporate rights were seized and transferred to the management of the ARMA.

However, according to the current legislation, ARMA needs the consent of the owner of the seized asset to manage corporate rights. To resolve this legal conflict, the National Agency has already developed another draft law, which is registered under No. 10069 and is pending consideration by the Verkhovna Rada of Ukraine. The adoption of this draft law remains as urgent as ever.
