In the first half of 2025, the National Agency for Asset Tracing and Managementconducted 101 open tenders for the selection of managers of seized assets through theProzorro system. This is three times more than in the previous year.
Starting in the second half of 2023, ARMA began a systematic transformation of itswork, introducing transparent rules and mechanisms. A key element of thistransformation was the use of the Prozorro system to conduct competitive selectionof managers of seized assets.
While in 2024 the agency conducted only 33 tender procedures, in the first sixmonths of 2025, it’s number increased to 101.
Key performance indicators of ARMA in the period from January to July 2025:
Procedures and their scope:
- 101 open tender procedures for the selection of managers
- 38 active tender procedures as of 04.07.2025
- 68 requests for clarification from participants were considered
Complaints and appeals:
- 75 complaints were filed by participants in the procedures
- 6 complaints were withdrawn by the complainants themselves
- 16 complaints were left without consideration
- 19 complaints were upheld in favour of the participants
- 23 ARMA’s decisions were found to be lawful following consideration by theAntimonopoly Committee of Ukraine
- The remaining complaints are pending
The high level of activity among participants, as evidenced by the number of requestsfor clarification and complaints filed, indicates growing confidence in the newARMA’s mechanisms and increased competitiveness in the field of seized assetmanagement.
Once the President of Ukraine signs Bill No. 12374-d, which has been adopted by theVerkhovna Rada, these procedures will be carried out much faster within clearlydefined time frames.
ARMA worked on revising this bill for six months to make the procedures forselecting managers even more efficient and transparent. After taking into accountmost of ARMA's comments, the bill received parliamentary support, which willallow the agency to work with seized assets at a qualitatively new level.
