ARMA participates in interagency meeting on asset recovery from abroad

18-08-2025

Ukraine continues its work on establishing an effective mechanism for the recovery of assets taken abroad. This was the focus of an interagency meeting attended by representatives of the Ministry of Justice, ARMA, the Office of the Prosecutor General, NABU, and other law enforcement bodies.

ARMA was represented by Nina Myroniuk, Head of the Asset Finding, Tracing and Methodological Support Department; Anna Makarenko, Head of the Department of Finding, Tracing and Recovery of Assets in Foreign Jurisdictions; and Danylo Yurchenko, Head of the Legislative Acts Systematization Division.

Key issues discussed at the meeting included:

  • challenges of finding, tracing, and recovering assets obtained through crime from foreign jurisdictions;
  • coordination between state bodies to overcome existing obstacles;
  • defining actions at each stage — from asset tracing to confiscation and recovery;
  • reviewing existing strategies, plans, and assignments that already cover part of the necessary measures;
  • the need for legislative amendments in the field of asset recovery.

A special focus was placed on entering information about seized foreign assets into the Unified State Register of Assets, maintained by ARMA. This is essential not only for accountability and transparency but also to enable Ukraine to clearly demonstrate to international partners that every seized asset is properly recorded and has a legal recovery perspective.

In the context of war, the recovery of such assets takes on particular importance: it is not merely a legal procedure but a tangible financial resource that can contribute to Ukraine’s defense and reconstruction.
