Employees of ARMA’s Asset Management Department and the Southern Interregional Territorial Office, acting on the instruction of the Head of ARMA, conducted an on-site inspection of the facility. During the visit, they identified instances of use of seized property, which were reported to the competent law enforcement authorities for appropriate action.
As a reminder, by ruling of an investigating judge of the Kropyvnytskyi District Court, ARMA was granted management over the movable and immovable property, as well as corporate rights of JSC “Kirovohrad Mining Administration”—a strategic enterprise with over 80 years of history. The mining administration began operations in 1935 and specializes in the extraction of secondary kaolins.
It is worth noting that ARMA successfully defended in court the validity of the special permit for subsoil use. The Agency argued that revoking the permit would result in the shutdown of the enterprise, significantly devaluing the asset and contradicting the purpose of its seizure and transfer to ARMA. As a result, the state would not receive potential revenues. The court sided with ARMA's position and denied the request to revoke the special permit.
In 2024, ARMA selected an asset valuation entity through a competitive procedure and signed a contract with LLC “TR INVEST-COMPANY” to evaluate the asset. According to the review of the valuation report, the market value of the property amounts to UAH 135.9 million.
In 2025, ARMA launched a market consultation procedure. In response, three commercial proposals for managing the asset were received. These proposals are currently under review, and the tender documentation is being finalized for the announcement of an open competition on Prozorro to select an effective asset manager.
