On May 20, 2025, the sixth plenary meeting of the GlobE Network — an international platform for the swift exchange of information between anti-corruption law enforcement agencies — commenced in Baku. Ukraine is represented at the event by a delegation from the Asset Recovery and Management Agency (ARMA), headed by Deputy Head of the ARMA Pavlo Velykorechanin. The delegation also comprises Anna Makarenko, Director of the Department for Finding, Tracing and Recovery of Assets in Foreign Jurisdictions, and Maksym Pasik, Head of the Department for Finding and Tracing of Assets of Sanctioned Persons and Other Entities that Pose a Threat to the National Interest of Ukraine.
The event was opened by the Prosecutor General of Azerbaijan Kamran Aliyev, who emphasized the need for transformation, sustainability and strategic thinking in the fight against global corruption.
As part of the program, the ARMA delegation participated in a training organized by the United Nations Office on Drugs and Crime (UNODC) and the Stolen Asset Recovery Initiative (StAR). The training focused on practical mechanisms for asset tracing, seizure, and recovery, as well as on fostering effective informal cooperation between jurisdictions.
“Corruption knows no borders. ARMA has been consistently advancing international cooperation to recover assets in the interests of the state. Platforms such as the GlobE Network enhance our ability to act quickly, transparently, and with a high level of trust between agencies. Here, our goal is not only to gain knowledge, but also to share our own experience in countering global threats”, said Pavlo Velykorechanin, Deputy Head of the ARMA.
It is worth noting that the GlobE Network unites more than 180 anti-corruption agencies worldwide, providing a secure platform for communication, knowledge exchange, and coordination in the global fight against cross-border crime. ARMA’s participation in the Network underscores the international recognition of Ukraine’s role in the field of asset recovery.
The first day of the ARMA delegation’s mission in Baku was marked by constructive meetings, strengthened partnerships, and meaningful discussions on joint solutions to enhance the effectiveness of global anti-corruption cooperation.
