“Build schemes” during the war: ARMA traces offenders' real estate, cars and money

01-05-2025

As part of the pre-trial investigation into the misappropriation of budget funds, employees of the ARMA Department of Digital Development, Finding and Tracing of Assets carried out a set of measures at the request of a law enforcement agency to trace the offenders' assets.

According to the investigation, the officials organized a criminal scheme to embezzle funds allocated for construction works under martial law. The illegal activity was carried out by performing low-quality work and purchasing materials at inflated prices through controlled enterprises.

As a result of ARMA’s efforts, a range of assets were finded and traced, including:

  • residential and non-residential real estate.
  • five vehicles.
  • agricultural machinery;
  • land plots;
  • company equity contributions totaling approximately 1.5 million UAH.

Additionally, more than 2 million UAH in cash, held in various currencies, was discovered in the suspects’ bank accounts.

"Each asset found is a step towards justice and real compensation for the state. In times of war, the task of the ARMA is to effectively manage such seized assets so that they work to strengthen Ukraine's defense," said Pavlo Velykorechanin, Deputy Head of the ARMA.

Information on the finded assets has been submitted to the pre-trial investigation authority to initiate seizure procedures and ensure their subsequent transfer for management in accordance with the law.
