Effective ARMA oversight ensures fivefold increase in revenue from Management of seized oil product pipeline — «Ukrtransnafta» now pays UAH 5 million monthly

Head of the Asset Recovery and Management Agency (ARMA), Olena Duma, and CEO of JSC «Ukrtransnafta», Volodymyr Tsependa, held a working meeting on the management of a seized critical infrastructure facility — a section of the main oil product pipeline “Samara – Western Direction.”

During the meeting, both parties emphasized once again the importance of a responsible approach to managing a strategic critical infrastructure asset and fulfilling obligations to the state.

As a result of the meeting, an agreement was reached to increase the amount of the monthly guaranteed payment, which will now amount to a minimum of UAH 5 million. At the same time, based on July’s management results, the State Budget will receive UAH 11 million.

“We are maintaining strategic control over an asset of critical importance to the country. This is not just about economic impact — it is also a matter of national security. The state must receive real revenue,” emphasized Olena Duma, Head of ARMA.

It is worth noting that due to security concerns and the conditions of martial law in Ukraine, the management of this seized asset is under ARMA’s special supervision.

“We view the management of this asset not just as an operational function, but as the Company’s responsibility to the state — to work efficiently, transparently, and deliver results,” stated Volodymyr Tsependa, CEO of JSC «Ukrtransnafta», a member of the Naftogaz Group.

As a reminder, in May 2025, authorized representatives of ARMA conducted an on-site inspection to assess the effectiveness of the management of the “Samara – Western Direction” oil product pipeline section.
