The Asset Recovery and Management Agency (ARMA) has signed management agreements with the private enterprise MARINEX for the management of 10 vessels, including the dry cargo vessel EMMAKRIS III.
Under the terms of the agreements, the monthly amount of guarantee payments to the state budget will be over 5.7 million UAH. This is a significant improvement compared to the previous management: previously, 9 vessels under the management of LLC "Sof Marine" brought in only 10 thousand UAH per month. Thus, the new revenues for one month are equivalent to more than four years of payments by the previous manager.
Particular attention is drawn to the EMMAKRIS III vessel, which is being transferred to management for the first time. It is located at the Sea Commercial Port "Chornomorsk" in Odesa region and, according to the ruling of the Pechersk District Court of Kyiv, is not allowed to leave the port. Despite this restriction, an independent appraiser has concluded that the vessel can be effectively used as a floating grain storage facility for transshipment and storage of dry cargo.
"MARINEX" won an open tender for asset management. To ensure the transparency of the process, ARMA conducted additional checks on the company's possible ties to the aggressor state or the owners of the seized asset. In addition, the Agency asked the Shipping Administration for recommendations on the use of the vessel, taking into account court restrictions.
This agreement is part of ARMA's overall strategy to improve the efficiency of managing seized assets. The system of continuous monitoring and evaluation of management agreements allows for a significant increase in efficiency and revenues to the budget of Ukraine.
