At the sixth plenary meeting of the GlobE Network, held in Baku, Azerbaijan, representatives of the Asset Recovery and Management Agency held a bilateral meeting with a delegation from the Asset Recovery Committee of the General Prosecutor's Office of the Republic of Kazakhstan.
ARMA was represented at the meeting by Deputy Head of ARMA Pavlo Velykorechanin, Head of the Department of Finding, Tracing and Recovery of Assets in Foreign Jurisdictions Anna Makarenko, and Head of the Department for Finding and Tracing of Assets of Sanctioned Persons and Other Entities that Pose a Threat to the National Interest of Ukraine Maksym Pasik.
During the meeting, the parties discussed the specifics of their respective national asset recovery systems, exchanged practical experiences, and identified priority areas for further cooperation.
The representative of Kazakhstan presented cases of the efficient recovery of assets illicitly transferred abroad, with the repatriated funds subsequently directed towards the implementation of socially significant projects within the country.
The Ukrainian delegation, in turn, presented the experience of cooperation between ARMA and the National Prosecutor’s Office of the Republic of Poland on asset recovery. As a result of this cooperation, a roadmap was agreed upon, outlining clear stages for the recovery of assets to Ukraine.
In addition, the sides discussed two ongoing cases related to assets located in the territory of the Republic of Kazakhstan. The delegation of Kazakhstan confirmed its readiness to engage in these cases and to provide assistance in tracing arrested property.
Pavlo Velykorechanin, the Deputy Head of ARMA, summarized:
“Kazakhstan’s experience demonstrates that successful asset recovery is possible only through cooperation and international support. We highly appreciate the openness of our colleagues from Kazakhstan to collaboration, and we are confident that our dialogue will evolve into a practical format of interaction that will facilitate the restoration of justice and the recovery of resources critically important for Ukraine’s reconstruction.”
The Asset Recovery and Management Agency continues to strengthen international cooperation as a key component of an effective policy for recovering assets illegally withdrawn from Ukraine.
