Head of ARMA Olena Duma gave a lecture to district police chiefs: "ARMA in the national security system"

18-06-2025

At the Institute of Postgraduate Education of the National Academy of Internal Affairs, Olena Duma, Head of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, gave an open lecture to heads of district police departments from all regions of Ukraine.

The topic of the lecture, "ARMA in the national security system: why effective cooperation with the police is crucial," served as a platform for professional discussion of the Agency's role in national security and mechanisms for cooperation with law enforcement agencies.

Representatives from both academia and NAIA leadership also joined the discussion.

ARMA Head in her speech emphasized the common legal basis underlying cooperation with the police:

"The norms of the Criminal Procedure Code are the same for us. The Constitution is the same for us. And although our functions differ, they overlap in what matters most — serving the state. That is why the interaction between ARMA, and the National Police has not only a legal but also a strategic basis," Olena Duma emphasized.

She stressed that the procedure and legislative framework for cooperation between ARMA and the police have already been defined, and it is important to ensure their effective implementation in practice:

"The mechanisms of the Criminal Procedure Code provide a clear algorithm — from the seizure of property to its transfer to ARMA. What's crucial is not to waste time and act in a coordinated manner, in full compliance with the law. Because behind every asset there is either a threat or an opportunity for the state," said the Head of the Agency.

The lecture was accompanied by lively discussion from the audience and practical questions from current police leaders, confirming the high level of interest in real, practical mechanisms for interaction with ARMA within the criminal process.

The event once again confirmed the importance of communication, professional training, and a clear understanding of common goals. ARMA will continue to strengthen its cooperation with the National Police and other law enforcement agencies within the framework of the law, based on partnership, and for the sake of protecting state interests.
