The Odesa hotel complex may become the first seized asset, part of which will be used for the temporary accommodation of internally displaced persons.

The practical steps for implementing this mechanism were discussed by Acting Head of ARMA Yaroslava Maksymenko during an off-site meeting of the inter-factional parliamentary association “Protection of the Rights of IDPs and Other Persons Affected by Russian Aggression” in Odesa.

The participants included Members of Parliament of Ukraine, representatives of the Odesa Regional Military Administration, prosecution authorities and other experts in relevant fields.

The Odesa complex has 175 rooms designed to accommodate between two and four people. ARMA is considering the possibility of providing in future management agreements for the reservation of part of the room capacity for the temporary accommodation of internally displaced persons.

The Law of Ukraine “On ARMA” provides for the possibility of using seized assets for the needs of internally displaced persons. An asset may be transferred into management following an open competition or, in cases specified by law, by decision of the Cabinet of Ministers of Ukraine. In both cases, the management terms may provide for the use of part of the facility for the temporary accommodation of IDPs.

“ARMA’s reform is intended to ensure that seized assets are not simply preserved, but operate as efficiently as possible — maintaining their economic value, generating revenues for the state budget and helping address socially important tasks. The use of such facilities to support IDPs is one of the practical examples of implementing this approach”, Yaroslava Maksymenko said.

ARMA expresses its gratitude to the prosecution authorities for the effective procedural support of this asset, to the Members of Parliament of Ukraine, and to Pavlo Frolov, Head of the Inter-Factional Parliamentary Association “Protection of the Rights of IDPs and Other Persons Affected by Russian Aggression”, for facilitating the implementation of mechanisms that allow seized assets to be used in the interests of the state and citizens.

For reference. Currently, ARMA manages residential properties, hotels, sanatoriums and other real estate with a total area of approximately 36,700 sq. m. Based on the standard of 9 sq. m per person, this resource has the potential to provide temporary accommodation for more than 4,000 internally displaced persons.
