As part of its visit to Ukraine from March 30 to April 3, 2026, the Ukraine FacilityAudit Board held a working meeting with the leadership of the National Agency ofUkraine for Finding, Tracing and Management of Assets Derived from Corruptionand Other Crimes (ARMA).
During the meeting, the Ukraine Facility auditors were presented with the currentstate of reform implementation, the status of adoption of regulatory and legal acts insupport of the reform, as well as key steps aimed at enhancing transparency andefficiency in the management of seized assets.
The ARMA reform covers the update of the regulatory framework, modernization ofthe Unified State Register of Assets Seized in Criminal Proceedings, introduction ofnew approaches to asset management, and the conduct of an international audit.
As of today, the basic tools of the reform have already been established: a commission for selecting managers of complex assets has been created, a specializedsoftware module has been launched, and a list of assets for management under thenew model has been defined.
Acting Head of ARMA Yaroslava Maksymenko noted that the Agency has managedto restore institutional governance, renew its team, and ensure the systematicimplementation of changes. “The ARMA reform has entered the practical phase. Weare not only updating the rules, but also changing approaches to asset management. The key tools are already operational, and we are moving to the stage of achievingpractical results,” she emphasized.
Particular attention during the meeting was paid to assessing the progress of thereform over recent months, defining priorities for the near future, and developinginteragency cooperation, particularly in the area of protecting the financial interestsof the European Union.
Members of the Ukraine Facility Audit Board confirmed their support for the reformsand highlighted the importance of further strengthening the institutional capacity ofUkraine’s anti-corruption bodies.
Following the meeting, the parties agreed to continue their working cooperation andto focus on the practical implementation of changes and the achievement ofmeasurable results in the field of seized asset management.
