ICCA begins working for the State: ARMA initiates financial audit of Previous Owner’s Reports

The transfer of the International Center of Culture and Arts (ICCA) to a new manager marks the beginning of a fundamentally new era in the use of this asset — one that is transparent, accountable, and beneficial for the state.

As a result of an open competition conducted by the Asset Recovery and Management Agency (ARMA) via the Prozorro system, “Kombinat Plus” was selected as the new manager. Under the contract terms, the monthly guaranteed payment to the state budget is set at 2 million UAH. Thus, the minimum expected revenue from this asset under the current agreement will amount to 120 million UAH annually.

According to ARMA Head Olena Duma, the Federation of Trade Unions of Ukraine, which for years effectively controlled the ICCA, declared only 1 million UAH in net profit for the entire previous year, according to tax data.

“We are concerned as to why the ICCA officially reported such minimal financial results despite the high number of hosted events and the corresponding ticket prices. Therefore, ARMA has already submitted a request to the Bureau of Economic Security to review the Federation of Trade Unions of Ukraine’s financial reporting related to this asset for previous periods,” stated ARMA Head Olena Duma during the press conference "Transfer of ICCA to New Managers" organized by LLC “Kombinat Plus.”

ARMA emphasizes that state-significant assets must serve the interests of the state, not operate “in the shadows.” Thanks to open competition mechanisms and guaranteed payments, assets like the ICCA are being transformed from sources of corruption into contributors to Ukraine’s state budget.

Together with law enforcement, ARMA has returned to state control not just a building — but a cultural heritage center symbolizing the national identity of the Ukrainian people!
