In accordance with the Regulation on the Civil Oversight Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1539 of 28 November 2025 «Issues of the Civil Oversight Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes», a competition for the formation of the Civil Oversight Council under ARMA is hereby announced.
The Civil Oversight Council is a permanent collegial consultative and advisory body established to ensure the transparency, openness and accountability of ARMA's activities, as well as to exercise civil oversight over its activities. The competition for the formation of the membership of the Civil Oversight Council is conducted through an open ranking online vote by citizens residing in the territory of Ukraine.
The Civil Oversight Council consists of nine members, whose term of office is two years.
Proposals regarding candidates for participation in the competition shall be submitted by public associations that have been operating in the areas of reforming the criminal justice system, promoting the prevention of and/or combating corruption and protecting the rights and interests of businesses for at least two years and which can provide evidence of implemented projects in the form of reports that may be submitted in any form (hereinafter – public associations). The goals and objectives of the activities of a public association must be confirmed by its constituent documents.
The following persons may not be members of the Civil Oversight Council:
- persons authorized to perform state or local self-government functions in accordance with the Law of Ukraine «On Prevention of Corruption»;
- persons who have worked at ARMA during the last five years (regardless of the duration of such employment);
- persons who do not hold a higher education degree;
- close persons, within the meaning of the Law of Ukraine «On Prevention of Corruption», of the Head of ARMA, his or her deputies, heads of structural units of the ARMA central office, heads of territorial offices, their deputies and other ARMA employees;
- persons who, if included in the Civil Oversight Council, would have an actual and/or potential conflict of interest;
- persons recognized by a court as legally incapacitated or whose legal capacity has been restricted;
- persons who have an unexpunged or outstanding criminal record for committing a criminal offence or persons who have been subjected to an administrative sanction in the form of deprivation of the right to hold certain positions or engage in certain activities related to the performance of state or local self-government functions, during the period of such restriction;
- persons who, on the basis of a conviction that has entered into legal force, have been held criminally liable for committing an intentional criminal offence;
- persons who, within one year prior to submitting an application for participation in the competition, were members of the governing bodies of a political party (regardless of the duration of such membership);
- persons who hold citizenship (nationality) of another state.
A public association may submit proposals for no more than three candidates to participate in the competition, provided that such candidates meet the above requirements, taking into account all proposals submitted by affiliated public associations. Affiliated public associations are those that have at least one common founder or whose founders include close persons within the meaning of the Law of Ukraine «On Prevention of Corruption».
To participate in the competition for the formation of the Civil Oversight Council under ARMA, during the period from 13 July to 23 July 2026 inclusive, the following information and documents shall be submitted by email to rgk@arma.gov.ua:
- a decision of the governing body of the public association on submitting candidate proposals for participation in the competition;
- a duly certified copy of the charter of the public association or an access code to the results of administrative services in the field of state registration that provides access to an electronic copy of the charter in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
- a report of the public association on its experience and the results of projects implemented in the fields of criminal justice reform, prevention of and/or combating corruption and protection of business rights and interests over the past two years, prepared in any form and without prior publication on the association's website;
- a candidate's statement of consent to participate in the work of the Civil Oversight Council under ARMA, including confirmation of the absence of restrictions established by the Law of Ukraine «On the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes» regarding inclusion in the Civil Oversight Council;
- information on identity documents and documents confirming Ukrainian citizenship;
- the candidate's curriculum vitae, which must include surname, first name and patronymic (if any), date and place of birth, citizenship, information on education, employment history, position (occupation), place of work, public activities (including elected positions), membership in political parties, including past membership, presence or absence of a criminal record, experience and achievements in activities related to human rights protection and/or anti-corruption activities, including in the economic sphere;
- a motivation letter setting out the candidate's reasons for seeking election to the Civil Oversight Council under ARMA;
- contact telephone number and email address of the candidate.
Each electronic document must be saved as a separate PDF file. The file name shall indicate the surname, initials of the person submitting the documents and the title of the document (sample: «Radchenko V. A. Decision», «Radchenko V. A. Statement»). The total size of all files must not exceed 20 MB (including technical information and metadata). If files are archived, no password should be set. Electronic copies of documents must be of high quality, legible and fully and clearly reflect the information and data contained therein, regardless of the content of such information.
Internet voting for candidates to the Civil Oversight Council under ARMA will take place continuously from 00:00 on 10 August until 24:00 on 12 August 2026 through ARMA's official website (https://arma.gov.ua/).
The order approving the composition of the Civil Oversight Council under ARMA, together with the announcement of the results of the ranking Internet voting, will be published on ARMA's official website in accordance with the Procedure for the Formation of the Civil Oversight Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1539 of 28 November 2025.
