Olena Duma: the state takes back control over ICCA — without shadow schemes and “gray” profits

After the completion of all legal procedures for the transfer of the seized asset to the winner of the competition, a press conference was held by LLC “Kombinat Plus,” during which ARMA leadership and the new asset manager informed the public about the status of the asset and ambitious plans for its modernization.

“We have eliminated the corruption component from this asset and are breathing fresh life into a site that is so important for the capital,” said Olena Duma, Head of Assets Recovery and Management Agency.

With a new professional manager, the ICCA will cease to be a symbol of the past and become an example of how seized assets can regain their meaning as properties of national cultural importance.

The new manager, Dmitro Sydorenko, owner of LLC “Kombinat Plus,” noted that many areas of the facility require renovation, and restoration work is planned: “We want to enhance the visual style, renovate sanitary areas, update bars, food courts, foyers, dressing rooms, and much more. We certainly have ambitious plans. We want to turn this place into a gem worthy of Kyiv. For us, this isn’t about money — it’s an ideological, altruistic project.”

The Head of ARMA also emphasized: “ARMA didn’t just return a building to the state — it restored cultural potential. This is evidence that ARMA acts systematically, powerfully, and in coordination with all relevant institutions.”

ARMA underlines that where there are legal grounds, transparent procedures, and a professional team — there is no room for shadow schemes.

Thanks to the coordinated work of ARMA and a transparently selected professional manager, the seized ICCA is set to become a cultural landmark of the capital.
