Olena Duma: Verkhovna Rada is blocking the management of Russian assets and the transfer of seized assets to the military

This was announced today by the Head of ARMA. According to her, one of the parliamentary factions has begun blocking a key bill for Ukraine on ARMA reform, which contains initiatives long initiated by ARMA to unblock the management of seized Russian assets and transfer assets to the Armed Forces.

“For five months, the authors of draft law 12374-d claimed that it was ARMA that was blocking the adoption of the reform. The result is that the reform has been approved and the key comments of the National Agency have been taken into account. But now the draft law has been blocked by one of the factions in Parliament,” said ARMA Head Olena Duma.

She noted that the faction leader had registered a corresponding resolution on the blockage.

“What did this political force decide to block? The work of enemy assets against Ukraine? Or the transfer of assets to our military? Why are the authors of the bill not concerned that the signing has been blocked?” asked the Head of the National Agency.

The Head of ARMA emphasized that such actions raise questions about working in the interests of the state during the war: “Society sees all this. International partners see it too. We are drawing conclusions.”

Olena Duma also emphasized the implementation of the Ukraine Facility Plan and the €1.5 billion  tranche: “Has Ukraine already received the tranche under the Ukraine Facility Plan? We are talking about €1.5 billion, which was reported by all media outlets and for which everyone worked very quickly to finalize the bill. So, they voted, checked the box, and forgot about it?”

The draft law on ARMA reform was approved after taking into account the key comments and initiatives of the National Agency and was intended to ensure more effective use of seized assets, unblocking the management of the aggressor's corporate rights, and for the needs of Ukraine's defense.
