At the end of May, ARMA delegation participated in the sixth plenary meeting of the GlobE Network, a global anti-corruption network, which took place in Baku (Azerbaijan).
The delegation included:
- Pavlo Velykorechanin, Deputy Head of ARMA,
- Anna Makarenko, Head of the Department of Finding, Tracing and Recovery of Assets in Foreign Jurisdictions.
- Maksym Pasik, Head of the Department for Finding and Tracing of Assets of Sanctioned Persons and Other Entities that Pose a Threat to the National Interest of Ukraine.
The event brought together 367 representatives of law enforcement agencies, asset tracing and management offices, anti-corruption institutions from 92 countries, as well as representatives of international organizations.
During the plenary session, participants discussed the use of the latest technologies and artificial intelligence in the fight against corruption, international cooperation in the field of asset recovery, blocking suspicious financial transactions, and asset confiscation mechanisms.
As part of the institutional development of the GlobE Network, the 2024 report, the 2025 work plan, new observers (FIGE and Eurojust) were approved, and the creation of regional offices of the network was agreed upon.
A series of bilateral meetings were held. In particular, the ARMA delegation held talks with representatives of the supreme body for financial audit and accountability in the United Arab Emirates, the UAE Accountability Authority (UAEAA), the Commission on the Return of Illegally Acquired Property to the Republic of Kazakhstan, the Agency for the Prevention of Corruption of Montenegro, and the Prosecutor General's Office of the Republic of Azerbaijan. Practical aspects of cooperation in the field of asset tracing and recovery were discussed, as well as preparations for the signing of bilateral memoranda.
During the event, ARMA representatives also gained access to and familiarized themselves with the functionality of the Secure Communication Platform (SCP). This platform enables the rapid exchange of information with approximately 200 contacts from GlobE member countries in the field of asset finding, tracing, and recovery.
Pavlo Velykorechanin, Deputy Head of ARMA, summed up:
“Participation in the GlobE Network means access to new technologies, effective international tools, and partnership formats, which are extremely important for Ukraine. We highly appreciate the opportunity to join the global dialogue on asset recovery, especially in wartime.”
