A decision of principle: ARMA rejects all three bidders for management of Gulliver shopping center

On January 10, 2025, an auction was held on Prozorro to select a manager for the Gulliver shopping mall, where an independent appraiser, previously selected on a competitive basis, set the market value of the facility at 7.6 billion UAH.

Three companies participated in the tender:

- LLC “BC ”MILLENNIUM”

- CONSORTIUM MANAGEMENT COMPANY «ESPLANADE»

- LTD «ALACOR CITY».

ARMA carefully checked the documents submitted by the participants for compliance with the requirements of the tender documentation, including the technical specification, qualification requirements, etc. In the course of processing the bidders' documents, ARMA used its legal right to request information from other government agencies to establish the accuracy of the information in the documents submitted by the bidders, including sending requests to law enforcement and intelligence agencies to verify the bidders' involvement with the owner of the seized asset or the aggressor country or countries associated with the aggressor country.

Based on the results of the verification, ARMA initially rejected the candidacy of the first participant, LLC «Millennium BK Company». The participant appealed this decision to the AMCU, but the complaint was dismissed.

On March 18, the ARMA rejected the second bidder, CONSORTIUM “MANAGEMENT COMPANY «ESPLANADA».

On March 20, the ARMA reviewed the documents of LLC «ALAKOR CITY», which resulted in the rejection of the third bidder.

We emphasize that the minimum monthly payment from the management of this seized asset is over 17 million UAH. This is only a guarantee payment in the absence of income, and given the profit from managing one of the largest shopping centers in the capital, the real income should be even higher.

ARMA is ready to announce a new tender.

The national agency will categorically not allow entities related to the former owners or affiliated with the Russian Federation to manage the mall and other seized assets.
