Today, on May 1, the special administration of Mezhyhirya Park, together with the Asset Recovery and Management Agency (ARMA), with the participation of representatives of the State Property Fund of Ukraine and the Specialized Anti-Corruption Prosecutor's Office, began the transfer of seized assets located in the park to state management.
This property was seized in the framework of criminal proceedings, the pre-trial investigation of which was carried out by National Anti-Corruption Bureau of Ukraine detectives under the procedural guidance of Specialized Anti-Corruption Prosecutor's Office. It is an investigation into the misappropriation of property located on the territory of the Mezhyhirya tract by the former president.
Since 2014, and on their own initiative, representatives of a public organization located in the park have been responsible for the storage of this property and have been managing it for more than 10 years.
Checking the availability and inspection of the Mezhyhirya property is the first stage of the process of transferring the seized assets to the state institution "Park - Monument of Landscape Art of National Importance Mezhyhirya".
In particular, the State Institution Park-Monument "Mezhyhirya" should be granted management of movable property located on the state land of the park-monument and which is part of the infrastructure of the park complex and is used in heat, electricity, water supply and sewage, as well as in the protection of the park complex. In other words, this is property located on state land and ensuring the smooth operation of a state institution.
The legal conditions for the transfer of assets to the management of the Park-Monument "Mezhyhirya" were provided by the Cabinet of Ministers of Ukraine, which, by its Resolution No. 321-r of the Cabinet of Ministers of Ukraine, supported the proposal of ARMA and the Ministry of Environmental Protection and Natural Resources. This document also provides for the transfer of other seized property, including garden equipment, furniture, paintings, museum interiors, etc.
The final result of the Government's decision should be the transfer of the seized property from the responsible custodians of the seized assets, i.e. representatives of a public organization, to the management of the state-owned Park-Monument "Mezhyhirya".
Pavlo Velykorechanin, Deputy Head of ARMA, noted that the transfer of movable property is carried out in accordance with the procedures established by law.
"In this case, the National Agency is fulfilling the Government's order to ensure the transfer of assets, to preserve this property and use it in the public interest."
As reported earlier, in 2023, the Verkhovna Rada of Ukraine approved the law. It returned Mezhyhirya to state ownership and created a new object of the nature reserve fund on 138.6 hectares of state-owned land with the official name of Park-Monument of Landscape Gardening Art of National Importance "Mezhyhirya". This decision started the process of transforming the former government residence into a state park-monument of landscape architecture of national importance. This designation is given to the most outstanding and valuable objects of park construction. The lands of the newly created state park-monument are designated as lands of the nature reserve fund. The activities of the Park-Monument "Mezhyhirya" are coordinated by the Ministry of Environmental Protection and Natural Resources of Ukraine.
In 2014, immediately after the Revolution of Dignity, activists voluntarily became responsible for the preservation of the seized property of the former residence, which is evidence in the criminal cases of former President Yanukovych after the Revolution of Dignity. For this purpose, the activists subsequently created a non-profit NGO, NPU " Mezhyhirya", and for more than 10 years they managed the seized property, making a profit from selling entrance tickets and conducting commercial activities.
It should be noted that from now on, all revenues from the operation of the state institution Park-Monument of Landscape Gardening Art of National Importance "Mezhyhirya" will go to the state treasury.
