Sanatorium “Zhovten”: ARMA carefully reviews Bids of Tender Participants

11-07-2025

The auction to select a manager for the seized asset — the “Zhovten” sanatorium — has been completed. Currently, ARMA is reviewing the participants, including for any ties to the Russian Federation or to the owner of the seized asset.

The open competition held via Prozorro ensured transparency and competition among five participants.

The most economically advantageous proposal was submitted by LLC “MN Group”. However, ARMA is awaiting justification from the participant for the abnormally low price, after which a detailed analysis of the submitted documentation will begin.

A decision to accept or reject the proposal will be made after a comprehensive review in accordance with current legislation and ARMA procedures. Each participant undergoes a thorough background check to ensure lawful, effective, and honest asset management.

As a reminder, the “Zhovten” sanatorium covers a total area of 22,762.90 m² and is located in the prestigious Koncha-Zaspa area along the Stolychne Highway, which contributes to its high investment appeal.

To prevent manipulation, ARMA once again emphasizes that owners of seized assets or persons connected to them will not be allowed to manage seized property.

Please note: once the President of Ukraine signs the newly adopted law to strengthen ARMA’s institutional capacity, the Agency will finally be able to transfer similar sanatorium facilities for the rehabilitation of military personnel at the request of the military command.
