Prior to her appointment as Deputy Head of ARMA, Svitlana Samsonova served as Head of the Legal Support Department of the ARMA central office. In this position, she coordinated the legal support of ARMA's activities, directly participated in drafting regulatory legal acts and contributed to the implementation of ARMA reform.

Svitlana Samsonova holds a higher legal education degree and has more than 20 years of professional experience in the field of law.

Svitlana Samsonova’s professional background includes many years of legal practice, as well as experience in managerial positions at the Ministry of Agrarian Policy and Food of Ukraine and in joint-stock companies whose controlling stakes are owned by the state and the territorial community of the city of Kyiv.

In 2022, while serving as Acting Deputy Chairman of JSC «State Food and Grain Corporation of Ukraine», Svitlana Samsonova, as part of an interagency working group and in cooperation with the Ministry of Economy of Ukraine and the Ministry of Finance of Ukraine, successfully completed the restructuring of external debt owed to the Export-Import Bank of China (China EXIM) in the amount of USD 1.5 billion, which had been received under state guarantees of the Government of Ukraine, thereby helping to avoid default.

Svitlana Samsonova’s professional experience in the legal field will contribute to ensuring the implementation of ARMA’s priority tasks, in particular the implementation of the adopted subordinate regulatory legal acts pursuant to the Law on ARMA Reform (No. 4503-IX dated 18 June 2025).
