Acting Head of ARMA Yaroslava Maksymenko took part in the 4th Business vs Sanctions Conference dedicated to sanctions policy and the management of assets linked to the aggressor state.
In her speech, Yaroslava Maksymenko emphasized that today the aggressor state is waging war not only on the battlefield but also through economic influence, which had been built up over many years by controlling Ukrainian enterprises and assets. Therefore, sanctions policy should not only restrict Russian capital but also permanently deprive it of the ability to influence Ukraine's economy.
«The state's task is not only to seize assets but also to preserve their economic value for Ukraine. Asset management is an integral part of the process from seizure to confiscation or recovery of assets for the benefit of the state», Yaroslava Maksymenko stated.
According to her, a significant share of the assets currently managed by ARMA is directly linked to sanctions procedures. This is shaping a new area of the Agency's work, where the key priorities are preserving the economic value of assets, ensuring transparent procedures and protecting the state's interests.
As an example of effective asset management, she referred to the case of PJSC «VinnytsiaPobutkhim» for which ARMA ensured the selection of an effective asset manager, after which the enterprise was privatized through the Prozorro.Sale system.
Particular attention was also paid to cases involving assets of strategic importance that constitute an important component of the state's economic security.
This included the assets of IDS Ukraine, one of the largest mineral water producers in Ukraine (including the Morshynska and Myrhorodska brands), as well as one of the country's largest pharmaceutical distributors.
«During wartime, such enterprises cannot remain under the control or influence of persons associated with the aggressor state. These are strategically important sectors for the country — the production of mineral water and pharmaceutical products. Transferring such assets to ARMA's management makes it possible to eliminate the influence of Russian capital, ensure the uninterrupted operation of these enterprises and preserve their economic value», Yaroslava Maksymenko emphasized.
Every asset removed from the control of persons associated with the aggressor state means reducing Russia's economic capacity to finance the war while simultaneously strengthening Ukraine's economic security.
The forum participants also discussed the digitalization of asset management processes. One of ARMA's priorities is the creation of an open register and modern digital tools for interaction with businesses, which will ensure maximum transparency, open access to data and predictability of procedures.
