As part of the reform of the Asset Recovery and Management Agency, by Decree ofthe Cabinet of Ministers of Ukraine No. 71-r dated 28 January 2026, the Governmentapproved the composition of the Commission for conducting an independent externalassessment (audit) of the effectiveness of ARMA’s activities.
The Commission for the evaluation includes:
Jacqueline van den Bosch - a Dutch lawyer and specialist in internal investigations inthe field of corporate criminal law, corruption, fraud, sanctions compliance andconfiscation of illegally obtained assets;
Cornel-Virgiliu Călinescu - a Romanian expert in criminal law, anti-corruption, andasset recovery;
Jill Thomas - a British expert in asset recovery and asset management;
Przemysław Musiałkowski - a Polish expert in law and policy in the areas ofdevelopment cooperation, anti-corruption, anti-money laundering, asset recovery, justice reform, and European integration (designated as an alternate member in theevent of early termination of the mandate of a Commission member).
The independent external evaluation (audit) of the effectiveness of ARMA’s activitiesis a key element of the implementation of Law of Ukraine No. 4503-IX and animportant component of fulfilling Ukraine’s European integration commitmentswithin the framework of the EU accession negotiations under Chapter 24 “Justice, Freedom and Security”. The audit results are necessary for an objective assessment ofthe Agency’s performance, identification of areas for further improvement, fulfillment of Ukraine’s European integration obligations, and ensuring transparentand effective management of seized assets.
