Today, on August 22, at the Government session, the resolution "On amendments to certain resolutions of the Cabinet of Ministers of Ukraine" was adopted with a view to resolve some issues related to the management of seized vehicles. The relevant resolution was prepared by the National Agency in order to implement the provisions of parts one to five of Article 21 of the Special Law and paragraph 22 of the Procedure for the disposal of seized assets at electronic auctions, approved by the Resolution of the Cabinet of Ministers of Ukraine from September 27, 2017, No. 719.
The Resolution provides for the possibility of issuing a temporary registration card by the service center of the Ministry of Internal Affairs, as well as a new certificate of registration and license plates to the manager of seized assets, with whom the National Agency has concluded a relevant agreement for the management of such assets.
Also, the list of documents confirming the legality of purchase of vehicles was supplemented with a contract for the sale of a vehicle, concluded on the basis of results of public bidding (auction) or electronic auction, the seller of which is the National Agency.
In addition, in order to simplify the process of reregistration of a vehicle, the procedure for deregistration of a vehicle during the transfer of ownership to the new owner is suspended.
The decree specifies the provisions of the section "Property that is rapidly losing its value" of the annex to the Resolution of the Cabinet of Ministers of Ukraine from September 13, 2017, No. 685 "On a sample list of property, including in the form of items or large batches of goods, storage of which due to bulkiness or for other reasons is impossible without unnecessary difficulties or costs incurred to ensure special conditions of storage of which or management of which are commensurate with the value of such property, or the property which quickly depreciates, as well as property in the form of perishable goods, subject to disposal", which entitles the National Agency to determine independently the way of vehicle management – disposal or transfer into management under the contract.
The Government's Resolution will come into force on the day of its publication.
