War with Russia, the Fight Against Corruption and IDS Ukraine Assets: ARMA Presents the Reform of Seized Asset Management

On 11 August, the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) will hold a public event, “ARMA: Reform Opens Opportunities”, during which it will present a new model for the management of seized assets and launch an open dialogue with the business community on participation in this process.

In the context of the full-scale war and the fight against corruption, ARMA’s reform is introducing new approaches to the management of assets seized from corruption offenders, sanctioned persons and businesses linked to the aggressor state. The objective of the reform is to ensure transparent rules for the selection of asset managers, competitive procedures and the involvement of professional businesses in the management of assets that should serve the interests of the state.

One of the key topics of the event will be the management of assets that belonged to Russian capital. In particular, ARMA will present the competition for the selection of the manager of the corporate rights of IDS Ukraine, which includes the “Morshynska” and “Myrhorodska” brands.

This case will serve as an example of how the reform of seized asset management is moving into the practical stage. The professional selection of an asset manager will determine the preservation of the enterprise’s production capacity, workforce, and market position, as well as stable revenues for the state budget.

Participants will be introduced to the new competitive selection procedures, electronic tools, requirements for prospective asset managers and practical mechanisms for implementing the reform. Representatives of the business community will have the opportunity to receive answers to their questions regarding participation in the competitions and discuss with ARMA the further development of the new seized asset management market.

The event will serve as a platform for presenting ARMA’s reform and for an open dialogue with the business community on building a transparent and competitive seized asset management market in Ukraine.
