On 23 July, the application period for the competition to form the the Civil Oversight Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) concluded.
In total, ARMA received applications from 30 candidates nominated by 17 civil society organizations active in the fields of corruption prevention and anti-corruption, criminal justice reform, protection of business rights and interests, public oversight, economic security, veteran support, and the development of democratic institutions.
Six civil society organizations nominated three candidates each:
"Ukrainian Legal Partnership" (note: the organization initially submitted four candidates, one of whom was subsequently withdrawn);
"Center of Public Control";
"Ukrainian Law Association";
"Civil Oversight Council";
"National Control of Law Enforcement Agencies and Anti-Corruption";
"Anti-Corruption Monitoring of Lviv Region".
One civil society organization nominated two candidates:
"All-Ukrainian NGO "People's Anti-Corruption Supervision".
Ten civil society organizations nominated one candidate each:
"Anti-Corruption Headquarters";
"D7 Foundation";
"I Am Saved";
"National College of Economic Security and Investment Protection";
«Transparency International Ukraine»;
"All-Ukrainian Center for Control over Budget Funds Use";
"Renaissance of Ukraine" Foundation for Promoting Democracy";
"Bottom-Up";
"Dnipro Union of Veterans and Persons with Disabilities of ATO-JFO";
"EU-LEAP".
It should be recalled that, the Civil Oversight Council is a permanent collegial advisory body that exercises public oversight of ARMA's activities and promotes constructive cooperation between the Agency and civil society. Establishing the Council is an important step toward enhancing the openness, transparency, and accountability of ARMA.
"Today, transparency in all processes related to sanctioned assets and property seized in criminal proceedings is of particular importance. That is why it is essential for ARMA that civil oversight is not merely formal, but serves as a genuine mechanism of interaction that strengthens public trust in the institution and contributes to its development", Acting Head of ARMA Yaroslava Maksymenko thinks.
The submitted applications are currently being reviewed to verify their compliance with the requirements of the applicable legislation and the Procedure for Establishing the Civil Oversight Council under ARMA. Once the review of the submitted applications, which will continue through 30 July, is completed, the Agency will publish the list of candidates admitted to participate in the online ranking vote.
Next stages of establishing the Civil Oversight Council:
- 10–12 August 2026 – online ranking vote for candidates (from 00:00 on 10 August until 24:00 on 12 August without interruption);
- 13 August 2026 – announcement of the competition results;
- by 19 August 2026 – publication of the Order approving the composition of the Civil Oversight Council.
