Asset Recovery and Management Agency (ARMA) emphasizes its clear legal position regarding the real estate property, located at the address: 2 Maidan Nezalezhnosti (House of Trade Unions). In accordance with current legislation and pursuant to court decisions, the asset has been transferred to ARMA’s management with LLC “KAMparitet” appointed as manager. ARMA exercises control over the compliance with the terms of agreement and ensures the lawful management of this historic and strategically important asset.
Court decisions are binding on all parties. Any actions aimed at sabotage, obstruction, or interference with lawful management will be regarded as violations of the law and may entail liability under the Criminal Code of Ukraine.
ARMA acts within the framework of the Constitution and recognizes the importance of the trade union movement. We respect the right of citizens to associate, support the development of legitimate trade union activity, and are committed to open and public dialogue with all stakeholders.
Today, June 10, a consultative meeting is being held, bringing together representatives of ARMA, the manager, and representatives of trade union organizations to discuss matters related to the building. The meeting focuses on the current situation regarding the cases, the urgent resolution of issues of organizational and administrative support for the functioning of the House of Trade Unions, clarification of the legal status of the property, and ways of establishing communication within the framework of the law.
The ARMA remains open to holding meetings between its leadership and Trade Union leaders to clarify legal situation. Relevant communication is also regularly carried out by the manager.
ARMA calls on individuals, politicians, and organizations to refrain from manipulation, political speculation, and destructive rhetoric regarding the House of Trade Unions. Such actions not only mislead the public but also create information risks that may be exploited by the enemy to destabilize the internal situation in Ukraine.
ARMA emphasizes that the management of state assets is carried out exclusively in a lawful, transparent, and accountable manner, in the interests of the state, the Armed Forces of Ukraine, veterans and their families, and the defense of Ukraine.
In 2024, ARMA allocated UAH 8 billion for the purchase of military bonds for the needs of the Armed Forces of Ukraine and recently launched a procedure to purchase another UAH 2 billion worth of bonds and will continue to support the defenders in the future.
Of the UAH 8 billion hryvnia in government bonds, 2.3 billion hryvnia has already been allocated to the Fund for the Elimination of the Consequences of the Armed Aggression of the russian federation against Ukraine.
ARMA is open to constructive dialogue and cooperation with all parties involved who share these principles.
