Preservation of historic heritage in Odessa: ARMA inspected the condition of asset complex that includes Marazli Dacha

Asset Recovery and Management Agency (ARMA) continues to implement its mandate not only in ensuring revenues to the state budget but also in preserving state property including sites of historic and cultural value.

Therefore, in May 2025 the Asset Management Performance Monitoring Department of ARMA carried out an in-site inspection of the asset complex in Odesa which is managed by the Odesa Regional Communal Enterprise. This asset complex includes Marazli Dacha – an architectural monument of local significance.

Despite the complex security situation, the martial law, and the lack of opportunities for commercial use of the property, the manager ensures its safeguarding, carries out technical maintenance of the buildings and premises, and maintains the extensive green area and engineering infrastructure. The inspection found that some of the buildings require reconstruction, but overall, all facilities remain functional and fit for operation.

In this case, we not only exercise control over compliance with the terms of the management agreement but also ensure the preservation of state property, particularly cultural heritage sites that are essential to Ukraine’s historical memory and identity. The asset complex including the Marazli Dacha in Odesa is an example of how the state, through management instruments, safeguards valuable real estate,” emphasized Yuliia Koroliova, Head of ARMA’s Asset Management Performance Monitoring Department, who conducted the on-site inspection.

ARMA continues to monitor the condition of assets transferred to management, taking measures to ensure their preservation and proper maintenance, even under the extremely difficult conditions of wartime.
