Motivation for Participation: From August 2011 to February 2020, I worked in central executive authorities in the field of preventing and detecting corruption, where my main priority and objective was to analyze and monitor the compliance of state authorities and their subordinate state enterprises, institutions, and organizations with anti-corruption legislation.

The main goal and mission of the NGO “Center for Civic Initiative Ukraine–Europe”, which I currently represent, is both ambitious and complex. It can be achieved only by bringing together socially responsible and civic-minded citizens who are committed to building a democratic and just society founded on honesty, integrity, and respect for the citizens of Ukraine and for oneself.

The Organization intends to obtain membership in the Public Council under the Asset Recovery and Management Agency (ARMA) to promote consideration of public opinion by the National Agency during the formation and implementation of state policy within its field of competence.

In performing its duties within the Public Council, the Organization undertakes to:

  • exercise civic oversight of the National Agency’s consideration of civil society proposals and comments; ensure the transparency and openness of its activities, provide access to public information in its possession, and monitor its compliance with legislation aimed at preventing and combating corruption;
  • conduct public expert reviews of the Agency’s activities in accordance with the law, as well as public anti-corruption assessments of draft and existing legal acts developed by the National Agency and related to its functions;
  • carry out other activities in line with the legislation of Ukraine and the Regulation on the Public Council under the National Agency of Ukraine for Detection, Search and Management of Assets Derived from Corruption and Other Crimes.

  • to promote the formation and expression of public awareness in the legal sphere regarding issues related to the National Agency’s activities and the fulfilment of its mandate;
  • to participate, in accordance with the law, in the development of draft legal acts issued by state authorities and local self-government bodies on matters within the competence of the Public Council under the National Agency of Ukraine for Detection, Search and Management of Assets Derived from Corruption and Other Crimes;
  • to promote the development of international cooperation and European integration in the field of law concerning the finding, tracing and management of assets derived from corruption and other crimes.

I am fully aware of the crucial importance of the effective functioning of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes.

I believe that my extensive managerial experience in the fields of private security, legal support, and security within state-owned enterprises, together with my legal practice and active civic engagement — including previous participation in the Public Council under ARMA — will be valuable both to the work of this specialized central executive body and to the wider public.

The motivation to be elected to the Public Council stems from a deep commitment to the establishment of the rule of law in Ukraine. I am driven by the aspiration to build an effective system of public order in our country—one that will put an end to corruption and ensure comprehensive protection of citizens’ rights and interests.

Owing to my many years of professional experience in law enforcement, legal practice, academia, and scientific work, I possess the professional skills, essential knowledge, and international expertise that can contribute to improving the forms and methods of interaction between state authorities, including law enforcement agencies; enhancing the exchange of international experience in areas within ARMA’s scope of activity; strengthening the participation of civil society institutions in public administration; and fostering the professional development of ARMA’s staff.

Motivations for Participation:

The motivations for participation consist of two components: professional and civic.

Professional motivation.

My professional activity enables me to contribute to ARMA’s work, particularly in the field of asset tracing. Taking into account the numerous reforms in the law enforcement sector in recent years, the establishment of new institutions, and the expansion of their functions, I believe it is prudent to make use of already proven mechanisms and ensure their most effective implementation.

In fact, it is not ARMA’s fault that in recent years assets have been traced, seized, and transferred to management, yet court verdicts have not followed, leaving unclear whether such assets should be returned or managed for years without resolution.

Civic motivation.

My civic engagement arises from the challenges faced by the community of Kotsiubynske, where for many years a struggle has continued over the Bilichansky Forest. Land plots are periodically seized and then released from seizure.

The local task is to gain an understanding of how to manage such assets — in particular, land plots. The broader goal is to ensure that community interests are taken into account in decisions concerning assets that form part of the local community.

My professional experience at the International Center for Countering Russian Propaganda and at the Center for Social Engineering “RAND” demonstrates that issues of property ownership are frequently exploited in russian information operations.

Therefore, I believe that our experience in countering russian disinformation may be valuable to ARMA’s staff in the context of systemic confrontation with agents of influence and in shaping international-level public opinion on matters related to asset recovery and management.

Motivations for Participation:

At first glance, the desire to become a member of the Public Council under ARMA may seem unexpected — after all, what is the connection between asset tracing and management, and the protection of children’s rights? However, after more than ten years of working on issues of child safety, I have come to fully understand that the interests of children are present everywhere — the problem is that they are not always seen or acknowledged.

First, among all those whose property is seized, transferred for management, or subject to tracing, there are parents — and therefore children, including minors. It is crucial to ensure that their interests are considered, as children are not responsible for their parents’ decisions, yet they often suffer the consequences.

Second, in recent years, the issue of the future of the Mezhyhirya complex has been repeatedly discussed. There is an idea to repurpose this asset as a modern children’s development and recreation center. My experience enables me to understand both ARMA’s role within the system of public authorities and the state mechanisms and legal framework governing its activities.

The motivation to be elected to the Public Council under ARMA arises primarily from my personal commitment — and, in my view, a public necessity — to strengthen civic oversight of the Agency’s activities.

At the same time, recognizing the importance of the work carried out by the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, I will make every effort to ensure that ARMA’s leadership takes due account to public opinion in the exercise of its powers.

Through these councils, citizens can directly influence the decisions of public authorities, as well as access and disseminate information about their activities.

This form of oversight constitutes an integral component of Ukraine’s European course, as proclaimed in the Preamble to the Constitution of Ukraine.

Motivations for Participation:

The main objective of the activities of the CSO “All-Ukrainian Center for Combating Corruption and Supporting Law Enforcement Bodies ‘Anti-Corruption Initiative’”, which I currently represent, is to promote the lawful interests of its members and all citizens of Ukraine committed to combating corruption. The organization seeks to develop and implement national anti-corruption policy at the state level by involving the public in the legislative process, establishing civic oversight over the observance of the Constitution and laws of Ukraine by officials of state and local authorities, law enforcement bodies, and courts, and by supporting their efforts to prevent and combat corruption-related offences.

The organization also carries out independent research on the nature and forms of corruption in Ukraine and, based on best practices from advanced democracies, develops proposals for creating an effective system of corruption prevention and counteraction.

At present, as part of our ongoing cooperation with public authorities, the organization intends to obtain membership in the Public Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, with the aim of ensuring public participation in the implementation of state policy on preventing and combating corruption, facilitating the practical realization of international, national, regional, and local anti-corruption programs, and fostering effective interaction between the Agency and civil society.

If granted membership in the Public Council, I am ready to immediately begin fulfilling my duties as a member.

I consider myself a worthy candidate for membership in the Public Council under ARMA, as I possess experience in addressing key issues currently faced by our country. I have practical expertise in detecting and combating shadow and unlawful schemes employed by public officials across various sectors of public administration — including public procurement, corporate raiding, and illegal actions of law enforcement bodies against entrepreneurs. Therefore, I can contribute my knowledge and experience toward finding effective solutions to such problems.

Having worked within advisory and consultative bodies attached to executive authorities, I understand the role, necessity, and effectiveness of such institutions, as well as the specifics of interaction between the public and government.

I am ready to contribute by all lawful and legitimate means to the elimination of any, even minor or potential instances of corruption, for the sake of developing and strengthening Ukraine’s economy. I firmly believe that in a democratic and rule-of-law state, civil society must be a truly key element, while public authorities are obliged to consider the interests of the community.

Motivations for Participation:

The Revolution of Dignity showed me how powerful and determined the Ukrainian people are, and that in our state, power must truly derive from the will of the majority — as it does in genuinely democratic countries. It was then that I realized I could no longer remain indifferent to the arbitrariness of officials and blatant lawlessness.

I am firmly convinced that the people are the primary source of power, and every public official must understand that they are accountable to the citizens whose taxes fund their salaries.

I have personally encountered dishonest officials who, abusing their positions through inaction, lobbying for third-party or personal interests, or exceeding their authority, neglected the interests of the community and violated human rights and freedoms. I believe that the very existence of such a body as the Public Council ensures civic oversight of officials’ activities, reminding them whose interests must always come first.

The Public Council, composed of dedicated civic activists who truly care about justice and integrity, should consist of individuals genuinely ready to work for a brighter future for our region and our country.

My desire to become a member of the Public Council is driven by intolerance toward corruption and a strong commitment to protecting the state’s anti-corruption policy. I am convinced that ARMA is an independent and effective institution.

At the same time, there has been a growing number of attacks and acts of sabotage against the national anti-corruption infrastructure. We have witnessed controversial court decisions and dangerous initiatives by members of parliament. The election of the Public Council carries a serious risk that unscrupulous actors might attempt to influence the work of this anti-corruption body. Therefore, it is essential for society to actively resist destructive external interference by electing candidates of integrity and genuine public trust.

Motivations for Participation:

Since 2007, I, Olha Kasian, have been actively involved in the civic life of Ukrainian society and have participated in numerous international projects. I have accumulated substantial experience and developed many initiatives that, I believe, will be valuable in enhancing cooperation between the Public Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes and civil society organizations.

By profession, I am a political scientist and, by my second degree, an international lawyer. Since 2015, I have been engaged in addressing the issue of legalizing foreign volunteers. Each year, the range of problems faced by citizens of other countries who have defended or continue to defend Ukraine in the East expands.

In 2017, the public was outraged by the cynical misuse of funds allocated to veterans’ organizations. I could not remain indifferent and therefore took an active role in conducting an audit of state budget expenditures for the support and financing of veteran NGOs.

Since 2020, I have served as Chair of the Public Council under ARMA. During my tenure, numerous initiatives were launched to improve legislation and enhance the overall functioning of ARMA. I believe that my experience as Chair of the Public Council under ARMA will be instrumental in the future work of the Council under the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes.

I see my role and mission as a potential member of the Council in ensuring impartial and objective monitoring of ARMA’s activities, promoting cooperation between ARMA, civil society organizations, and other institutions of the civic sector on matters related to the activities of the Bureau of Economic Security. I am ready to dedicate my time, effort, and expertise for the benefit of society.

Motivations for Participation:

I have personal experience as a member of the CSO “NPU ‘Mezhyhirya’” in preserving the Mezhyhirya residence. As a result of our efforts, both the movable and immovable assets of the residence were preserved, placed under seizure, and subsequently transformed into a public park — now a national asset and a source of pride for Ukraine.

I also took part directly in preserving the property of the former hunting residence in the village of Sukholuchchya, which today is among ARMA’s key asset management cases. My civic engagement, demonstrated patriotism — including active participation in combat operations during 2014–2016 — and unique experience in safeguarding high-value assets motivate me to further strengthen the role of the state and contribute to the development of a strong, free, and prosperous Ukraine.

Motivations for Participation:

I consider myself a worthy candidate for membership of the Public Council, as I possess extencive experience working with civil society organizations. Since early 2019, I have headed the CSO “Investors’ Protection.” With strong organizational skills, I have consistently worked to unite representatives of various small business sectors into a single platform to achieve common goals.

The key objectives of my organization include encouraging legal businesses to operate transparently and pay taxes voluntarily; providing support and protection to businesses in Ukraine through the efforts and resources of the organization; identifying and preventing illegal business activities that violate Ukrainian legislation; and combating corruption within state authorities, which creates conditions that restrict and suppress legitimate business in Ukraine.

Over the course of my civic activity, I have established professional connections with representatives of various business sectors not only in Kyiv but also across Ukraine. I believe that my experience — as well as that of the members of the Investors’ Protection organization — will contribute to resolving the issues that may arise in the work of the Public Council.

    Motives for participation: Since 2015, the NGO I head has been carrying out public oversight of the spending of funds from the State Budget of Ukraine. Since 2016, I have begun researching the topic of political corruption in Ukraine and the concept of “Pork-Barrel politics” and became a co-author of a methodology for monitoring, evaluating, and preventing political corruption related to lobbying by Members of Parliament for the allocation of state budget funds to address issues at the constituency level. Therefore, I wish to oversee the actions of state authorities in overcoming the consequences of political corruption. I also express my readiness to carry out public oversight of the activities of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes, as well as my readiness to monitor the implementation of transparent and effective mechanisms for managing seized assets.
