The position of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) regarding the situation with the debt of the Consortium “UK “KAMparitet” for the use of the Trade Unions Building.
We thank you for your attention to the work of ARMA. This contributes to the effective performance of the functions entrusted to the Agency.
The Trade Unions Building in Kyiv was transferred to ARMA under a court ruling within criminal proceedings. For proper asset management, following the results of an open competition, the Agency selected the manager — the Consortium “Management Company “KAMparitet”. Under the management agreement, the manager is obliged to:
▫️ ensure proper operation and maintenance of the facility;
▫️ fulfill financial obligations to the state;
▫️ safeguard and ensure the efficient use of the asset.
In view of the public resonance surrounding this asset, ARMA informs of the following. From 20 August to 5 September 2025, the National Agency conducted a scheduled inspection of the activities of UK “KAMparitet” as the manager of the seized asset — the Trade Unions Building in Kyiv.
The inspection revealed violations of certain terms of the asset management agreement. The manager has been granted a period to rectify the identified deficiencies and to provide explanations.
By the end of September, ARMA expects to receive official explanations from the manager and confirmation of the measures taken to bring its activities in line with the terms of the agreement.
Based on the results of the inspection and the explanations received, ARMA will take a decision regarding the further management of the asset, including the possibility of applying measures of response provided by law.
ARMA emphasizes that the management of seized assets is carried out exclusively in the interests of the state and society, and all managers are obliged to strictly comply with the terms of agreements and the requirements of legislation.
All identified issues in the field of seized asset management are documented, processed, and resolved within the powers granted by law. The Agency ensures maximum transparency of its actions and is ready for dialogue with Members of Parliament, civil society, and the media.
