ARMA takes the lead in the international arena: Ukraine is among the world's top three countries in processing requests for asset finding and tracing

In its annual report for 2023, the Camden Asset Recovery Inter-agency Network (CARIN) recognized Ukraine as one of the most active participants in international cooperation in 2023.

Among the 436 asset tracing requests sent to CARIN by Ukraine, 215 were sent from ARMA. In their report, CARIN experts attribute this activity on the behalf of Ukraine to the importance of asset recovery during the war..

Additionally, in 2023, Switzerland, the United States, Ukraine and the United Kingdom received the largest number of requests from CARIN members for asset finding and tracing. Among the 138 requests to Ukraine, 106 were sent to ARMA, which demonstrates the high level of trust international partners have in the agency.

According to the Deputy Head of ARMA, this is the highest level of performance for the agency since its establishment.

‘We value the high appreciation shown by international partners for the work of the entire ARMA team. Such results became possible due to the approaches we have implemented over the past year and active cooperation with representatives of foreign jurisdictions,’ said Pavlo Velykorechanin.

Cooperation with the Camden Asset Recovery Inter-Agency Network (CARIN) is prescribed by Article 16 of the special ARMA Law and the National Agency represents Ukraine in this organisation.

This network was founded in The Hague on September 22-23, 2004, by Austria, Belgium, Germany, Ireland, the Netherlands and the United Kingdom, and has already become a global network of practitioners. The organisation's activities are aimed at strengthening common knowledge of methods and techniques in the field of cross-border finding, freezing, seizure and confiscation of the proceeds of crime or other property related to criminal activity. Currently, Ukraine is represented in CARIN by three state agencies - ARMA, NABU and the Office of the Prosecutor General.
