Asset Recovery and Management Agency (ARMA) informs about the successful holding of a tender for the management of a batch of 434 railcars that were previously seized and used by "Ukrzaliznytsia". According to "Ukrzaliznytsia", in 2023 the above-mentioned railcars were not used for their intended purpose.
By executing the court order, ARMA will ensure budget revenues through the effective management of this seized asset.
In particular, the National Agency's employees, together with representatives of Ukrzaliznytsia, have already conducted a joint inspection and assessment of these cars, which established that some of the 434 cars that were not used during 2023 and did not provide revenues to the state budget need to be repaired, inspected and certified. Subsequently, ARMA announced an open tender on Prozorro to find a manager for this asset. As a result of the tender, the winner was the LLC "FINANCIAL AND INDUSTRIAL COMPANY "RESOURCEGROUP".
According to the terms of the agreement, the new manager is obliged to pay 85% of the income received to the state budget with a minimum guarantee payment until the manager starts permanent asset management activities. At the same time, the National Agency sent a letter to law enforcement agencies to check the winner of the tender for affiliation or ties with representatives of the aggressor state.
Thus, out of a total of 21.5 thousand railcars, this is the first lot to find its manager. As of today, other lots are being reviewed jointly with Ukrzaliznytsia. It is the mechanism of transferring such assets to management that allows preserving material evidence seized in criminal proceedings and ensuring budget revenues from their management.
In addition, the ARMA received a decision from the Pecherskyi District Court of Kyiv to transfer another 100 railcars into management. The asset has already been divided into lots for further review and preparation for valuation and search for a manager.
ARMA continues to actively work on expanding the practice of transferring seized assets into management, which allows not only to preserve their value, but also to ensure the flow of funds to the state budget.
